Add AAVE and aAAVE on Avalanche voting power on Snapshot

The Aave protocol embrace the EVM multiverse strategy to make DeFi accessible on multiple chains for a diverse audience.
Currently only AAVE on the polygon network can vote on snapshot creating a discrimination towards Avalanche community members
This vote intends to fix this and give Avalanche users a voice.
