Long Live Yam

This proposal is to support keeping yam alive post redemption.
Abstract
Create an infrastructure fund that will be managed by E, and fund it with 5-40k$, these funds will be used for services that yam uses while keeping spend to a minimum to be able to sustain and last long for however many years possible. Generally it should last for a minimum of 1-8 years with a capped spend of 5k/year. The idea is to keep yam online accessible for anyone who chooses to innovate and contribute to be able to do so.
For the support votes, it will be a weighted average.
