Reducing Proposal Threshold to 25 bps

Today Purple has a proposal threshold of 0.5%. With 200+ Purple NFTs in existence (223 at the time of the writing), it requires at least 2 NFTs to submit a proposal.
However, given the majority of members hold just a single NFT, I’m proposing to lower the threshold to 0.25%.
This way, a 2nd token won’t be required until token #401 (which is ~end of 2023 at the current auction schedule).
This proposal should encourage more Purple members to submit proposals and continue to contribute ideas to proliferate the Farcaster protocol.
