Migrating Purple to Base Part 2

tldr
This is the second Proposal of three to migrate Purple to Base. The transaction to be executed on this proposal will officially deploy Purple’s DAO contracts on Base.
One final Proposal will be required to bridge the Mainnet Treasury (staring with 10%) to the new Treasury on Base.
The Three Proposal required to completely migrate:
- Pause the auctions (Complete)
- Migrate to Base (this Proposal)
- Bridge the Mainnet Treasury (Next and can happy as many times as we want)
