Local Experimentations with Public Goods Funding Mechanisms - PGF Ethereum Mexico

Who we are

PGF Ethereum Mexico, focuses on pioneering and testing new funding mechanism designs for public goods at a local level. Through this initiative, we aim to increase funding impact at the edges and increase access to funding for impactful projects in Mexico, while seeking to be a source of inspiration and innovation for the broader Web3 ecosystem.

We are in the development process of the first Retroactive Round with private voting (leveraging MACI’s zk tech) based on impact. In this round we’re building local communities know-how on how to measure and track their impact on-chain, and developing a new Retroactive voting platform that integrates Hypercerts to enable the development of local Impact Markets once a round has been completed. This platform is open source and is being developed with a detailed blueprint to support its redeployment by other Latam communities.

About this proposal

PGF Ethereum Mexico is dedicated to experiment with mechanisms that enable the funding of local Public Goods at the edges by addressing the critical issue of effective impact measurement, evaluation, and transparency in traditional funding approaches. To do so, in this first experiment we’re leveraging web3 tools such as Hypercerts, EAS Attestations, and the EasyRetroPGF x MACI (ZK private voting) build to ensure transparency, accuracy and accountability throughout the funding process and increase funding options for these projects once the round has been completed.

Currently, there are several primitives out there that look to solve different existing needs in the Public Goods Funding space, however, their strength lies in their composability. These tools can be used as building blocks to build different experiments that can lead to improved outcomes in the allocation of resources.

With this in mind, we are leveraging the following primitives of the Public Goods Funding tech stack: Hypercerts for Claims of Impact, EAS Attestations for on-chain gating of eligible projects and voters and to build an immutable registry of participating projects throughout our rounds for identity building, the EasyRetroPGF x MACI build which enables us to run the very first privacy led retroactive voting round. This round will run in OP Mainnet which makes our round accessible to anyone in the community.

Deliverables:

  • Open Source Code used for the round. Repo can be found here: https://github.com/Ethereum-Mex/ethmx-maci-rpgf
  • Blueprint for Future Retro Rounds: This blueprint will offer step-to-step guidance for other local communities interested in using this mechanism and leverage our learnings to improve their own local implementations. And thus creating a virtous cycle in which we will have more Public Goods being funded at a local level.
  • Public Nouns branding and acknowledgment as a driver for mechanism experimentation. : Ensure all materials, resources, and communications related to the QV/QF funding rounds are branded by Public Nouns.

What we’re innovating on

  • Integration with easyRetroPGFxMACI Build: Leveraging the easyRetroPGFxMACI build developed by the PSE team, we’re enabling the automatic minting of Hypercerts once disbursement of received funds has been claimed by the receiving project. This integration streamlines the process and ensures accuracy, enhancing the efficiency and reliability of the funding mechanism.
  • Integration of Hypercerts in a Retroactive Funding Round: Hypercerts will be issued to projects who received funding through this round.
  • Fractionalization of Hypercerts: We’re experimenting with funding designs by fractionalizing Hypercerts based on the impact claims provided by participating projects. This approach involves retaining a subset of fractions by Ethereum Mexico as the funder of a percentage of the impact generated, while issuing another subset to the project. This innovative strategy promotes transparency and accountability in fund allocation.
  • Creation of Marketplace for Unfunded Fractions: After the round is completed, we’re looking to develop a Marketplace where projects with unfunded fractions can display them for acquisition by others. This marketplace enables retroactive funding of projects post-round, fostering continued support and sustainability within the ecosystem.

How does this support public goods?

We are pioneering transformative approaches that have the potential to improve the public goods funding landscape, specially at the edges. For this reason, we believe our initiative aligns perfectly with Public Nouns DAO’s mission, embodying a dedication to innovation and inclusion in public goods funding.

This round serves as catalysts to raise awareness and support for public goods at a local level, and, moreover, drive the inclusion of new public goods generators new to web3 to adopt new means of coordination and transparency and the development of an on-chain footprint for their impact.

However, our most significant contribution lies in driving innovation within the public goods mechanism design. Our goal is not simply to fund projects, but to cultivate a culture of innovation, implementation of new web3 tools and collaboration that fosters long-term impact and the efficient use of resources in the participating projects.

Direct impact Public Nouns will help generate:

  • 1200 People Voting Across 25+ Communities in 32 States in Mexico
  • First use of a community developed QF round leveraging their own build
  • Over 1000 people using ZK technology in their voting process for public goods funding

What we need funding for

  • Cover development costs for the tool and process
  • Cover Operational costs associated with running the round This round is being co-sponsored by the Ethereum Foundation and Ethereum Mexico for a Matching Pool of 10k USD
