Forge our $nogs to secure 4th Noun

We need to burn 340m $nogs on mainnet in order to swap/forge for a Noun, I propose we forge our nogs for Noun 1597 (we have ~380m so will sell the remaining and return ETH to treasury). Main reason for doing this now:
- NNS have stopped governing with the Nouns so we no longer have that last remaining piece of value
- NNS seems to have also drained remaining LP and our nogs could swap for only 0.54957ETH which is roughly the price of a Noun today
- There is another prop live right now to get a Noun, this is a cheaper way potentially
Expensive mistake here from the initial 15e we put in (my bad) but who knew dotnouns would dump entire bag on us, but at least we could end up with one Noun here vs nothing if/when the infra goes down? I believe I can do all the swaps necessary and send the Noun to Lil Nouns treasury should this prop succeed, just looking for signal here.
