Rehabilitation of Robinyan Health Centre to Lil Nouns Robinyan Health Centre — A Community Health Impact Proposal
The Robinyan Health Centre serves as the only health access point for several surrounding communities. Years of neglect have left it in poor condition , broken structures, no fence, poor utilities, and outdated or missing medical tools.
This proposal outlines the Design & Permitting Phase (the foundational step necessary for all future renovation activities ) and presents an overview of the anticipated Structural and Construction Phase, which will commence after Phase 1 approvals are secured.
The restructuring of this centre will follow a phased, compliant, and professionally supervised approach to ensure quality, safety, and long-term functionality.
Current Situation of the Health Centre

PHASE 1: DESIGN & PERMITTING PHASE
The Design & Permitting Phase is the most critical stage of the entire remodeling project. It establishes the legal, technical, and structural foundation for all future construction. It ensures that the project is professionally documented, approved by all regulatory bodies, and aligned with safety, environmental, and public health standards.
1.1 Objectives of Phase 1 The main objectives include:
- Establishing a complete technical understanding of the existing structure.
- Producing accurate and regulatory compliant architectural and engineering designs.
- Securing all governmental and regulatory permits required for renovation.
- Ensuring all proposed remodeling works are legally approved and ready for implementation.
- Eliminating potential delays, compliance issues, or future structural defects.
1.2 Key Components of Phase 1
A. Land & Building Survey (Survey Plan)
A certified land survey is conducted to evaluate:
- Property boundaries
- Existing building coordinates
- Levels, contours, and ground conditions
- Compliance with planning and zoning requirements
This document is necessary for legal confirmation and for preparing accurate structural drawings.
B. Renovation Architectural Drawing & 3D Visualization
Professional architects will develop:
- Existing condition drawings
- Proposed renovation drawings
- Floor plans, elevations, sections
- Structural reinforcement details
- 3D renders showing the transformed health centre
This ensures clarity of design, enhances decision-making, and guides builders during execution.
C. Safety & Compliance Documentation (Safety Board)
- A standard site safety board is prepared to:
- Meet state and local requirements
- Communicate safety protocols
- Indicate project details, approvals, and responsible professionals
- Ensure the site qualifies for inspection and regulatory compliance
D. Local Government Permit
This permit confirms:
- The renovation aligns with local building bylaws
- The community regulatory authority has approved the structural modifications
- The project is recognized and documented by the local authority
- This avoids future demolition or stop-work orders.
E. Renovation Permit (State Approval)
The renovation permit is issued upon:
- Reviewing all architectural drawings
- Confirming structural integrity based on engineered designs
- Assessing environmental and fire safety considerations
- Approving the project as safe and permissible
This is the highest level of approval required before construction begins.

Survey and drawing plan will be processed by BIZNILAHI NIGERIA LIMITED and FAVIN CONSTRUCTION COMPANY while the Safety Board , Local Government Permit, Renovation Permit will be processed by OGUN STATE GOVERNMENT.
This phase provides full compliance, documentation, and readiness for actual construction.
PHASE 2 : STRUCTURAL & CONSTRUCTION PHASE
Phase 2 will commence immediately after the completion of Phase 1. This phase will transform the approved designs into reality. It will include structural restoration, civil works, architectural finishes, and comprehensive facility upgrades to ensure the health centre becomes fully functional and compliant with standards.
