Adjust Auction Reserve Price to 0.01 ETH

TL;DR
This proposal changes the Lil Nouns VRGDA reserve price from 0.03 ETH to 0.01 ETH. I noticed recently (yesterday) 100s of Lil Nouns went on sale for 0.02e, this will ensure people come to the Lil auction instead.
0.01 is 1/3 the price but what if we could sell 5x units at this price - becomes 0.08e for people to propose (buying 8), more achievable goal. People would buy Lils whilst buying a coffee or an icecream for e.g. and more realistic entry point for LEDCs. Who loses here?
