The current proposal threshold of 8 Lil Nouns makes governance a hassle for most holders. Since a large chunk of proposals are sponsored, reducing the threshold to 2 Lil Nouns makes it way more practical to participate. This change would also lead to more organic proposals and give holders a real reason to accumulate Lil Nouns; especially if a proposal candidate mechanism comes into play.

Right now, most proposals are sponsored, meaning barely anyone is actually acquiring Lil Nouns just to submit proposals. With the threshold stuck at 8 Lil Nouns, most holders are shut out of direct governance. Dropping that number to 2 makes participation far easier and more accessible; no sponsor needed.

Why This Makes Sense

• More Direct Participation: Governance shouldn’t be locked behind sponsorship. Lowering the threshold actually gives holders a reason to engage and use their Lil Nouns for proposals.
• Lower Barrier to Entry: Requiring 8 Lil Nouns just to submit a proposal is overkill. Bringing it down to 2 makes way more sense.
• Decentralization & Open Governance: More individual proposers means governance won’t be controlled by a handful of sponsors.
• More Incentives with Proposal Candidates: If the proposal candidate mechanism gets added, it’ll give people even more reason to pick up Lil Nouns; not just for governance but also for putting up candidates.

Implementation

• Reduce the proposal threshold from 8 to 2 Lil Nouns.
• Update the governance contract immediately after approval.
• Adjust proposalThresholdBPS from 10 BPS to 3 BPS, based on the total supply of 7,469.
  • Since the threshold is calculated as (proposalThresholdBPS * totalSupply) / 10,000, lowering it from 10 to 3 BPS ensures only 2 votes are needed to submit a proposal.

What’s Next

With this change, we should see:

1. More individual participation.
2. More independent and organic proposals.
3. A governance system that actually works for an active DAO.
4. If the proposal candidate mechanism is introduced, even more incentives to grab Lil Nouns—not just for governance but also for putting up candidates.
