Change Quorum requirement from 10% to 5%

This proposal will reduce the number of YES votes required to pass a proposal from 10% of little noun supply (150 lil nouns at time of proposal creation) to 5% of lil noun supply (75 lil nouns at time of proposal creation). This change will ensure that the DAO does not lose the ability to make decisions if interest in governance wanes.
