Invest Dai reserves of the Stabilizer in a Yearn v2 strategy

DOLA Stabilizer contract allows governance to invest its Dai reserves using any strategy and sends profit to the treasury.
This proposal re-uses the existing Yearn v2 strategy code previously used in Inverse DCA vaults in order to invest the Stabilizer Dai reserves.
