Apply a fee of 10% on yield generated by the DCA Vaults

Each vault has a configurable fee that is applied during harvest upon the global yield of the vault. The fee for all vaults is currently 0%.
This proposal changes the fee to 10% for all vaults: DAI-ETH, DAI-YFI, DAI-WBTC, and USDC-ETH.
The fees collected (in DAI) will be sent to the Inverse Finance treasury (0x926dF14a23BE491164dCF93f4c468A50ef659D5B).
