Refresh rewards for Dola 3CRV LPs

DESCRIPTION This is a proposal to execute the following action:
- Allocate 750 INV for a month to DOLA 3CRV LP rewards.
RATIONALE Liquidity is essential for Anchor, and currently liquidity is not ample enough. Hopefully this proposal will encourage more stakers to provide liquidity and maintain the DOLA peg. While we would like to find other solutions for maintaining liquidity, we will allocate rewards for the time being while we investigate a future solution.
