Accept Anchor ownership, set ETH market rewards & change Stabilizer fees

- Accept ownership of all Anchor and DOLA contracts
- Set 600 INV rewards for all ETH lenders and borrowers on Anchor for a duration of 1 month
- Set Stabilizer buy and sell fees to 0.4% each in order to prevent competition with Uniswap and Curve DOLA LPs
The transferred contracts are:
- DOLA token contract (ability to mint and add/remove minters)
- Anchor comptroller contract (central controller of Anchor)
- ETH and DOLA market contracts
The following contracts are already controlled by gov and will require no change of ownership:
- Stabilizer (ability to set fees and change operator)
- Fed (ability to change the Fed chair)
- Anchor oracle contract (ability to add/remove price feeds)
- DOLA & ETH interest rate model
