1st Soul Harvest: Seize unclaimed INV

Remove the INV distributor contract from the trading whitelist, effectively seizing the remaining unclaimed INV tokens (currently about 20k).
Burning these tokens from the supply must be done in a future vote using the seize() function, because the amount of remaining tokens must be fixed before (which will be the case if this vote passes).
