Add DolaFlashMinter as a minter for DOLA

To facilitate liquidations on Anchor, the DolaFlashMinter contract (0x6112818d0c0d75448551b76ec80f14de10f4e054) should get minting rights for DOLA to allow flash liquidators to easily liquidate underwater positions, maintaining the solvency of Anchor.
