Proposal to delist DYDX

As the Chainlink oracle for DYDX has been depricated, this proposal aims to simply de-list this asset as collateral on Interest Protocol.
Specifically, this proposal will:
- Set the LTV to 0 for Capped DYDX
- Set the Cap to 0 for Capped DYDX - this will prevent future deposits without harming current holders
- Set the oracle to use only the Uniswap relay to allow for withdrawals
If a future proposal opts to re-list DYDX using only the Uniswap relay for pricing, all that would be needed is to set the LTV and Cap once more.
