Market Making Proposal from Wintermute Trading

The question at hand is:
“Should the DAO enter into a one year loan agreement with Wintermute Trading for 150,000 NDX tokens sourced from the Treasury for the purposes of market making?”
Repayment of this loan is due one year from the transfer of the tokens to Wintermute, and can be done in one of two forms:
- The return of the full 150,000 NDX, or
- 1,200,000 USDC (at a 50% premium to current price)
Note that this partnership would also commit Wintermute to holding 10% of the TVL (US$500,000 minimum) of any Indexed ETF products listed on Tier 1 exchanges.
