Update CC10 to include wBTC and wETH

The purpose for CC10 was to be a single asset that gives you exposure to all the best Crypto. Currently due to centralization concerns some do not want wBTC to be included as it’s custodial, but meets the reqs ands the most liquid wrapper.
Proposal Include wBTC and wETH into CC10 by setting the supply caps for these to a hard 21m, 110m, to allow these assets to be included.
