eIP 28: Blacklist FTT from EUL gauges

Introduction Following the discussions in the RFC, this proposal is to determine if the ongoing distribution of EUL token on the FTT market should continue.
Summary The following changes are proposed:
-Blacklist FTT from the gauge system, blocking it from receiving EUL tokens in the next epoch, and thereafter. -Block current emissions to the FTT market.
