dYdX Grants Program v1.5 Extension

We propose extending the dYdX Grants Program with the remainling budget on hand up to an additional six months. The extension will start on September 1st, 2023, and expire on March 1st, 2024.
The program will introduce two new roles: Grantor and Operator.
Grantors will be responsible for RFPs, sourcing and recommending grants, and managing approved grants. Funding will be split between two buckets with the following Grantors:
Strategic Initiatives: Reverie Reserves, LLC Community Initiatives: RoboMcGobo
The Operator will be responsible for payments and financial reporting. Lemma Solutions will be appointed as Operator.
Finally, we also propose the following changes to the Trust:

- Alexios Valonasis
2. Appoint
- Felix Lutsch
- Abra Tusz
- Colin Chan (0xCChan)
- Bora Nam
Enforcer 1. Remove
- Reverie Reserves, LLC
2. Appoint
- Cliffton Lee
If approved, this snapshot vote will serve as dYdX Consent to execute the above changes to the dYdX Grants trust.
