Launch dYdX Grants Program v1.5

We propose funding the dYdX Grants Program with $5.5M DYDX to launch v1.5 of the program for 6 months ahead of the V4 launch.
We also propose removing Su Zhu and Zhuoxun Yin as dYdX Grants Trust Trustees. The following two members will be appointed as Trustees:
- Lily Liu
- Alexios Valonasis
If approved, a DIP will be submitted to:
- Transfer $5.5M of DYDX from the Community Treasury to the dYdX Grants Multisig. The amount of DYDX will be determined at the time of DIP submission based on price.
- Remove Su Zhu and Zhuoxun Yin as Trustees of the dYdX Grants Trust.
- Appoint Lily Liu and Alexios Valonasis as dYdX Grants Trust Trustees.
Should the community launch v1.5 of dYdX Grants with $5.5M of DYDX and two new Trustees?
