The proposal updates the the supply/borrow per year interest rate high slope, and the borrow/supply per year interest rate low slope, borrow per year interest rate base, borrow/supply kink, setBaseTrackingBorrowSpeed and setBaseTrackingSupplySpeed by using the respective methods on the Configurator.
