Simple Summary

- one (1) risk parameter (collateral factor) across one (1) Compound V2 asset.

Implementation
This proposal updates parameters on two different deployments of Compound.
The collateral factor of legacy cWBTC is updated using the _setCollateralFactor method on the Comptroller.
The cbETH supply cap is updated using the updateAssetSupplyCap with the WETH Comet on the Configurator contract.
