Add ability to use locked STAKE for governance
This proposal is to enable stake-weighted voting for EasyStaking participants.
Many STAKE holders have funds allocated to EasyStaking where they earn staking rewards. Stake-weighted voting (the more STAKE you have in your possession, the more voting weight you have) is an important component for determining protocol direction. EasyStakers are protocol users and adopters, and should be allowed to contribute to governance proposals and decision making without having to withdraw their STAKE from the EasyStaking Platform. Users without STAKE locked in EasyStaking have this opportunity, and EasyStakers should have the same ability to use their locked STAKE for voting and governance.
