Propose: Recover my mis-sent STAKE by ecosystem fund and that the recovered token will be slashed 30% and this STAKE will be burned.
Reason: The mis-sent STAKE was to a token contract address that can not be accessed by anyone. So it is permanently reduced. The recovered STAKE by ecosystem fund will not increase any supply of STAKE thus harm no one but save me a lot.
Incentive: 30% of the recovered token (around 300 STAKE) will be burned thus benefit everyone holding STAKE.
