Reduce quorum from 12500 to 7500 to increase proposal activity

As the Unlock DAO moves further into decentralization, it is important that proposals can be passed for items such as grants, retroactive funding, and other activities that propel the DAO community forward.
We are considering submitting an on-chain proposal proposing reducing the required quorum from 12500 votes to 7500 votes in order for a proposal to pass quorum.
