[Expedited TIP] Boost TRU staking 2.5x and reduce staking threshold

Summary: This expedited TIP looks to increase TRU staking rewards by a factor of 2.5x and reduce the amount of staked TRU a loan needs for approval by 50%.
Background: The current threshold for loan approval requires that each loan has TRU staked on it equivalent to the dollar amount of the loan. Staking rewards are approximately equal to the APY generated on the loan, in the current high gas environment 11-12% APY on TRU staking with lengthy lockups is often not attractive enough to bring in new stakers.
Motivation: This is limiting the amount & pace at which new loans can be made. Before this issue is more fully addressed in TrueFi V2, we are proposing the below changes to ensure further growth for TrueFi in the short-term.
Specification: This proposal (if passed) will increase staking rewards by 2.5x and decrease the staked TRU needed for a loan to be approved to 50%
