Send TRU to fulfill Sushi rewards for TRU-WETH LPs [second attempt]

This is the second attempt for this proposal. The original proposal did not meet quorum.
If approved, this proposal will transfer 787,835 TRU from treasury funds to the Sushi TRU-WETH rewarder contract (0xc0482b9d1ff34f7cd98e3a0a4584298492acf550).

A total of 787,830 TRU rewards is due to Sushi the TRU-WETH rewarder as shown on https://rewarders.sushibackup.com/browse/1/8

TRU reward allocations to Sushi have ended, and this proposal aims to fulfill all TRU rewards due to previous LPs on Sushi. It would send 787,835 TRU (5 TRU more than the total shown on Sushi’s UI) to ensure all TRU is covered.
