[TFIP-12] Approve audit spend for Trinity

Approve audit spend for Trinity with ChainSecurity. We expect base cost of the audit will be 80,000 CHF (~$100,000 USD). We have baked in significant buffer for both TRU/USD and USD/CHF price fluctuations along with potential for audit going longer than anticipated (thus, more expense).
We will refund excess TRU and stablecoins depending on what we have left over. Additionally, we will provide the foundation with an invoice from ChainSecurity.
Actions in the proposal:
- mint 1M TRU to Timelock
- send 1M TRU to Wallfacer Multisig
