[TFIP-14] Wallfacer Labs H2 2024 Funding Request

Wallfacer Labs is requesting renewed funding and engagement from TrueFi DAO for the second half of 2024. Wallfacer Labs is requesting 22,000,000 TRU over a 6-month period from July 1st, 2024 through December 31, 2024. 30% of the funding would be provided upfront, with the remainder streamed over the 6 months.
Functions included in this proposal:
Function 1: Mint TRU to DAO Timelock
Function 2: Transfer TRU to Wallfacer’s Account
Function 3: Approve TRU for Sablier Stream Creation
Function 4: Create TRU Sablier Stream for Wallfacer
