Proposal #59: Lower the registration threshold for relayers - 1,000 TORN

Last time we raised the relay threshold to 5000 $TORN because the price of TORN was stable at $1.5.
And now the price of TORN has reached $8.
Considering the current price situation, I suggest lowering the relay threshold to 1000 TORN, which can attract more relays to join.
