TIP-077: Funding request for Staking Pool Contract Development

The Threshold DAO would like to enable all holders of T to be able to stake without the need for the 40K T minimum and skills to run a node.
To that end, this proposal is for 10K USD funding (denominated in T) to DELIGHT LABS to deliver a staking pool contract that operators can deploy to run a community pool.

About DELIGHT LABS:
- Technology-driven team, started from 6 developers
- Experienced team in blockchain core development, validator operation, and DApp development
- Successful operation of validators on over 20 networks including T nodes
- Started dApp development from Terraswap, which is the first DEX in Terra, and building more projects for now
- Participating in T beta staker program, more than general T node
