TIP-082: TTG Betastaker reimbursement and tBTC Redemption Fees Mint and Transfer

This proposal includes transactions necessary to :
- return to the TTG multisig the T token used to delegate to the betastakers program and
- mint ~10.9 tBTC obtained from redemption fees and transfer them to the TTG to use as POL (transfer additionally includes 0.2tBTC accrued from minting fees).
As described in the forum post and upvoted in the snapshot.
