There are 2 types of Citizens, S1 & S2. An S1 is the original citizen and is made up of 4 parts. Identity, Cache, Land and Vault. Your vault level is basically your rewards level.
An S1 Citizen with a low 2 reward value is about 7 eth, mid reward of 6 is 15 eth, to an elite citizen worth 50 eth.
