Prop-011 - Stake DAO BOO in 0xDAO

This proposal asks whether 100,000 DAO BOO should be staked in xBOO then subsequently staked in 0xDAO to farm OXD. This OXD would be kept in the DAO for future voting use.
The shorter voting time is enforced with a strict Quorum.
BOO in 0xDAO can be used for voting.
