Temporarily pause POL acquisition and redirect it to $BOO buyback

With the recent market situation, keeping incentives for $BOO/$xBOO holders is crucial and will contribute to stabilizing the price. This proposal therefore suggests to temporarily pause using 15% of the 0.03% swap fee to acquire POL and redirect all of the 0.03% to xBOO holders. As soon as the price has recovered, the acquisition of POL (FTM-USDC or other key tokens such as BTC-ETH) can continue.
