SIP-2004: Better DelayedOrder Integration/Trading Experience

SIP-2004 proposes to implement the following:
- Create a new
submitCloseOffchainDelayedOrderWithTrackingfunction that allows for closing without specifying size - Allow a non-liquidatable position to be reduced/closed when it does not place the position into liquidation
- Remove the commitment fee required and disallow cancellations
- Make the liquidationBufferRatio market specific
- Update the price protection design
