Turn on protocol fee for Silo Arbitrum

The Silo protocol on Ethereum currently imposes 10% protocol fee on paid interests. The protocol fees constitutes a revenue stream to SiloDAO.
This proposal recommends the DAO turn on protocol fee for Silo Arbitrum and set the fee at:
- 10%; or
- 15%; or
- 25%
