SIP-00032: Multisig Update

Purpose
- To improve the availability of signers and sign more effectively
- To improve the security of the multi-sig by going to 4/7
Summary:
We are going from a 3/6 setup to a 4/7 setup. 4 of these signers would have to approve any transaction from the Gnosis safe.
The full list of signers would be:

Rationale
Both new signers are involved in SharkDAO and have some reputation risk.
- Lamorak works in a nft-adjacent space
- Christian earns ETH from being a named contributor in NounsDAO proposals
Lamorak Intro
Lamorak has been a core contributor on many important SharkDAO initiatives, including:
- SIP-00030: the Coordinape proposal that enables contributors to get rewarded for their work
- SIP-00031: the Shark Bait proposal that allows us to support artists
Christian Intro
Christian has been a core contributor on SharkDAO and NounsDAO projects.

- supporting the #shark-pfp project efforts
- building the Nouns POAP proposal https://nouns.wtf/vote/9

Xaix has been a great contributor but they are very busy, and going to a multisig of active Shark members will be a big step for the DAO.
Pros
– We can execute transactions in a more timely manner. – Less pressure on each individual signer to be available.
Cons
– Centralization risk: Goldy.mov, dropnerd, and Lamorak already work closely determining auction strategy
- This continues our off-chain strategy, when we want to go on-chain ideally
