SIP-00049: Dynamic Quorum
The following proposed Dynamic Quorum Thresholds would apply to ‘Basic’ Strategy (ie For/Against/Abstain) SharkDAO, “Propose to NounsDAO”, and “NounsDAO Vote” Proposals:

Proposals where most popular choice has < 5m votes cannot meet quorum.

Proposals where most popular choice has between 5-15m votes require a 90% consensus of all votes cast to meet quorum.

Proposals where most popular choice has between 15-35m votes require a 66.7% (2/3) consensus of all votes cast to meet quorum.

Proposals where most popular choice has >35m votes require a simple majority consensus (>50% of all votes cast) to meet quorum.
If quorum is not met on a “NounsDAO Vote” proposal, SharkDAO will vote ‘Abstain.’
Other Voting Strategies
‘Approval,’ ‘Ranked Choice,’ ‘Weighted Vote,’ and ‘Quad’ Voting Strategies may be used as sentiment signaling tools and will not be construed as binding until DAO can establish well-formed programmatic guidelines for determining Quorum & proposal validity.
