Working capital and 3 month engagement with Verbs for R&D

This proposal is to bootstrap funding the pod Safe (0x79095391743e0f017A16c388De6a6a3f175a5cD5) with 100 ETH in related discretionary working capital (eng work, audits, etc) and funds for a 3 month engagement (62.5614 ETH) with two engineers from the Verbs team as described below.
Verbs engagement: We have discussed and come to terms to retain and engage with the two (2) engineers from the Verbs team (proposal 4) to work on Tech Grants initiatives:
- can start as early as week of April 25
- 2 engineers @ 10.4269 ETH per person per month
- 3 months of funding with 1 month guaranteed as a trial period
- start with spec-ing and implementing dynamic governance quorum
- weekly discussions/check-ins with the Tech Grants Committee to follow progress
Total funding: 162.5614 ETH
