SIP 57 - Multisig signer swap

One of our multisig-signers, Dropnerd, has been completely inactive for a couple of months and we suggest swapping him out in order to maintain a functioning multisig. SharkDAO’s co-founder DelPiero would replace Dropnerd as a multisig-signer , as discussed in yesterday’s contributors call.
