SIP- 00053: Replace two multisig-signers

Some of our multisig signers aren’t signing transactions in time. I suggest replacing them for active community members in order to improve our vaults functionality.
So, let’s replace Synth and Jango for our trusted and reliable community members Cryptasha and CCarella. Both are already signers on the comms-sig, and the curation sig.
