RPIP-64 sets initial quorum values ahead of the Protocol DAO’s first on-chain vote.
Outcome If Positive
The pDAO asks the guardian to change two protocol settings:
proposal.quorum= 15%proposal.veto.quorum= 20%
Outcome If Negative
The quorum settings will retain their current values:
proposal.quorum= 30%proposal.veto.quorum= 51%
Rationale
The standard quorum parameter mirrors the Snapshot quorum in function and should therefore be set to the same 15% value. The veto quorum is set higher to prevent governance capture, yet still low enough to be reachable with previously observed vote participation rates.
