Make RBN transferable.

The proposal is a simple one, “Yes” make RBN transferable, or “No” leave as is (untransferable).
It’s all fun and games to say “we want to avoid speculation”, but rather ironic when operating in a largely speculative space, with products that rely on said speculation. There are of course pros and cons on either side, however the vaults are not (all) full, and I personally feel that unlocking the tokens ahead of V2 could be massively beneficial leading into it.
