Revised Proposal to Recover 35.493913861 BTRFLY

Summary

Revised (as per community feedback) proposal to reimburse @chefradish the BTRFLY they mistakenly sent to treasury in January Motivation The proposal by @chefradish submitted on March 22nd was voted against. However, it is known that there was at least one vote against and several abstentions in the hope that the proposal would fail and be resubmitted - the general consensus in the Discord chat was that @chefradish should be reimbursed the whole amount (35.493913861 BTRFLY) rather than just the half that they proposed. It is unfortunate that the process to return their BTRFLY has taken the time it has, but due to the nature of this being a non-standard treasury transaction a proposal must be passed to allow it. The reasoning to return the whole amount were numerous (the discussion can be viewed here), but the general feeling was that the generous nature of the @chefradish proposal (and their patience and humility with the process) should be returned in kind. If the proposal to be returned half and to donate half had been submitted and passed when they originally raised a ticket (Jan 18th 2022), that figure of 17.744 BTRFLY would (through staking) now be 60.373 BTRFLY, significantly more than the original lost amount (calculated using index values as of May 2nd and Jan 18th (17.744(6.451/1.896))). Their original amount of 35.494 BTRFLY would be 120.766 BTRFLY (35.494(6.451/1.896)). We cannot return more than they transferred (i.e. the full amount plus rebases) as that would be doing the treasury out of money, but we can at least give @chefradish back the original amount for being open, generous, honest, and incredibly patient with the process. n.b. all calculations rounded to 3 decimals for simplification of calculation

If vote is successful, 35.494 BTRFLY will be sent to @chefradish and made whole.
