RIP-20: rlBTRFLY

Previously, the community had voted and approved v2 RFF but we realized that the rlBTRFLY post was posted in General and not RFF. To that end, we wanted to reaffirm the community’s desire to begin allocating protocol revenue to rlBTRFLY lockers.
If passed, this proposal will enact the following:
- Allocate protocol revenue to rlBTRFLY lockers as described in the RFF;
- Provide rlBTRFLY allocations in ETH (or stablecoins) [The specific token for the allocation will be voted on in RIP 20b];
- Allocate 7% of protocol emissions to the first year of rlBTRFLY locks; and
- BTRFLY v2 Tokenomics and rlBTRFLY allocations begin as of June 1, 2022.
