RIP26: Build Pirex Exchange

Summary:
- Redacted development team to build, launch and maintain a decentralized Pirex Exchange on behalf of the Redacted DAO (the “DAO”)
- Marketplace will use contracts and orderbook logic from 0x protocol (no contracts will be deployed by Redacted) - anyone can submit orders to the contracts directly
- Front end/orderbook will be developed by the Redacted development team and ultimately released open source and deployed by DAO elected operators (the “Operators”) on behalf of the DAO who will receive a portion of trading fees in exchange for such services
