Whitelist Frax as a pool creator

Summary
Whitelist Frax as a pool creator so new pools such as #36 can be verified. This would give visiblity to a pool that focused around ETH and FRAX as well as sOHM, FXS, and IQ.
Background
Frax is one of the largest users of Fuse, providing FRAX liquidity to Tetranode, Olympus, and Reflexer Fuse pools to name a few. We are proposing to become whitelisted as a pool creator so we may provide freshly minted FRAX liquidity against any other assets.
Additional Information
Pool 36 will be out first verified pool.
